Report a translation problem
If you are one of those that got an error trying to name change/edit intro.
There can be a lot of reason causing that:
[1] This is a known issue, and mostly only happens to new player. And some believed they've placed a restriction on new player below lv21 renaming or changing their intro. But as far as i know, there's no official documents about that, and i remembered being able to name change as soon as i started the game (but i might have level up fast).
[2] There's a certain server having data issues after their migration from China to Singapore. And that may caused the user profile to be not write-able in some of the problematic servers, the easiest to check is that your steam badge will go missing on the profile. A relog will mostly help because relog will re-assign you to a random server instance and with luck, you will land on the ones that are normal.
[3] I've come to known a player with this problem in the game, and it shows that player going on and offline all the time. And seemed like he's not having a good connection to the game and that caused error when he tried to save his profile.
[4] This is yet another unverified rumor. Every June or during certain period of "sensitive" time, the game will disable the name change / info change ability of ALL players to avoid certain flaming to happen.
Also, people who loves trolling and tried to pick a fight in the chat will always has a high chance to get banned/suspended from the chat/forum when they get reported... And that includes the community forum here on Steam.

You are really passive aggressive... however now that I have reached level 41 I have been able to change my name and can write in chat.
Returenee? That could be the reason behind the restriction too.
Not sure if they changed that, it used to be lv21 to unlock name change and lv5 to unlock chat from what i gathered from other players. Since I've been on max level for a long time now and never at once experienced that name change trouble or the chat problem myself since day 1 i played (yes i was able to change my name as soon as i created the account here on Steam). So what information we can give here is based on the experience others had and discussed on the forum/internet. In the end, it's all assumptions. Especially for this "unlock system" thing, there's no real documentation for it at all, that's why no one can give you the exact answers directly and only gives you what they experienced and assumed what "might have caused it". This includes those that claimed the returnee chat is blocked and sometimes the whole game has chat system problem for a particular small group of people at weird timing and it can last for a whole week. The game company didn't make these extra clear and transparent as to what happened officially (not even in customer support) so all people can do is "Assume"... Especially those assumed that the game will block the chat for certain region to stop the discussion on certain sensitive topics during certain date/time of historical value or during some heavy political times.... all these are assumptions based on the game is created in China and censorship is a common thing they do there... and that includes your lv41 claim that others are not experiencing...
Though I never experienced the problem myself, i do know that the servers can be unsynced during a certain update roll out. And I've experienced that caused a certain data not able to update in another game so "assumed" that it is a possible cause in this game as well (due to Steam badge tends to go missing in the profile). And like i said, a certain players who complained they have this problem a lot are shown to go on and offline frequently on the game pop up (for sensei and cadet it shows as a pop up message) and they didn't even know they went offline... So that showed connection problem can caused the data to not update for them as well because their connection is unstable. Although these are assumptions as well, based on real experience. So you can either take it or leave it or hoped that after all these years, the game company finally come up with an official explanation on what really happened behind these chat malfunction. Until then, we can only assume.

To all those who want to have the solution to the "name change" problem: you have to reach captain level 41 to be able to change the name freely.

Seriously, you are the only one claiming that right now. And others are able to chat and name change while you can't do it. And you assumed that's the solution?

Nope, just verified it myself with a new account, can name change right away and able to chat as well. So that's not it.
Come to think of it, the only common both have is the user name (not account number)... so there's a chance the in-game user name is stored with the chat server, when the chat server acts up, the name change freezes... or the other way round.. when the dataserver that store names is acting up, the chat can't retrieve the user name correctly and thus the player is unable to partake in chat...? Wish i can reproduce that error here so i can get a better clearer picture myself, wonder how it's triggered...
Any big political debates going on in the SEA region now that the game might block access to chat as some players suggested? Is the chat dead in general or only that account has problem accessing chat? What is the error message from the name change? Is it "Error has occurred"? or just "Under Maintenance"? Seemed like the SEA version has a different error message there? Or is that a different error?
Yeah, seemed like there's a certain algorithm behind it but it's probably random. And the oldest record i can find dated back years ago so it's a recurring problem that they never fixed. But certainly not the censorship conspiracy some players suggested because they didn't ban all players from chat or name change. But it's certain that new players get this error more often, or rather most reporting this problems are new players, probably due to older players seldom need to change their names that they are already happy with. Also, the description part under the name change seemed to be having trouble at the same time this happens as well. And for this one, there's quite a numbers of high level players reporting about the errors... so it's probably has nothing to do with levels too...
There's absolutely no official replies on what happened, and such posts can be found everywhere on the net including Hoyolab's own forum. Everyone have their guesses but no one knew exactly what happened... The problem eventually goes away by itself but will reappear from time to time, some last a day, some lasted a week. And it doesn't effect all users, only part of them. Maintenance probably is the the best explanation because not all players uses the same server instances so it will not effect all players when a company is practicing live update without shutting down the game, so some unlucky players with accounts located on the servers that went down for maintenance have trouble updating their name/signature and chat. The reason behind new players tends to get this more can be explained with this too, because of server outage and they have to wait for the game to add extra server slots to handle their name change/chat? Which i find weird... the chat is pretty quiet sometimes... but for accounts creation.. well... there's this reroll trends.. so yeah... that can caused the outage easily imo.
