For steam users, when you started the game here they've already created your account using the Hoyoverse account numbers. So you are technically already "linked" to Hoyoverse, just not able to login to their website using your steam account, well, until they've implement the steam open ID login to their website. You have nothing to worry about the expiry date of MiHoYo old account because Steam is up to date.
As far as i know, their current goal is to shrink down the login procedure from multiple accounts to one Hoyoverse account. All they said is they will retired all 3rd party login that's not linked to Hoyoverse. If your Genshin is linked to Hoyoverse and you are using hoyoverse to login the game, you will be fine. If you are one of their older players that uses miHoYo account to login, then yes, you should link up or be in trouble. And that including PSN players that automatically got their account made as miHoYo account back then. These players will require to link their game/mihoyo account to Hoyoverse to change their login account from mihoyo to hoyoverse. Note that, PSN player is able to link their account to hoyoverse because theirs are mihoyo account. But Steam players can not link their account to another hoyoverse account because Steam's version is already created under a Hoyoverse account. It's the same problem as how the past PSN player can not link their account to mihoyo because theirs are already a mihoyo account.
Putting it simple, if you are using mihoyo account to log in Genshin, you need to change that to hoyoverse, if you are older generation of the PSN players which gets their game account created under mihoyo account, they need to link to hoyoverse as well.
miHoYo is no longer the publisher of these games, the ip ownership nows belongs to hoyoverse (AKA Cognosphere), and the new servers are in Singapore. They will be retiring the old servers in China today so to speak. And hopefully, by doing so, we can finally get out of the buggy profile bug situation with their current mess.
