Nope, you can't do that without a base PC. Steam version is using the Desktop version of the game similar to WeGame version. So it's basically PC Only by design. But since it's on Steam, and Steam support playing most of its games on smart devices using the Steam-Link App that uses Steam's "Remote Play Anywhere" technology. So as long as your PC is online, you can play the games in your PC's Steam Library anywhere in the world using your smart devices (including TV), but it's still powered by your PC in the end.
It's also possible to use Steam-Link app on supported devices to play non-steam games that you've added to your library.

Steam Link supports both Ethernet (LAN) and Internet connection to your PC. If you are at home within your wifi area, it's recommended to use the LAN connection (more stable and doesn't require data). If you are away from home, you can use the internet connection to connect to your home PC using your phone "anywhere" in the world, but your PC needs to be on and steam needs to be running. You will also need a fairly good internet connection (ping) on both your PC and your phone to avoid lag.
For Hoyoverse account existing players that want to play on Steam (to benefit from some of the Steam features), you can simply add the Hoyoverse version of the PC clients to your Steam Library and run it that way.
An alternative to it is install Google Play PC and add that to your Steam Library. And you can simply download the mobile version of the game to your Google Play PC and play it that way.
Here's a good scenario that might happen:
For those who used to play on the phone but since the game updated too much it bloats your phone and finally made it unplayable (consider it's a potato phone). You can then just add the H client or GPlay to your Steam Library and use Steam Link to play it on your phone without worrying about storage or processing power on your phone's side. This way you can still use your H account and play via Steam.
