Confused on how to get married after trying for Hackett and nothing

With all of my romance partners I aimed for 300+ relationship, because same happened with me and Hackett.

I kind of wonder, if you manage to get several potential partners at max affection and with all events unlocked, is there a priority order, or is it fist come, first served ? I know some endings involve you with several persons (first playthrough had me end with Nina and Mona), but I don't think you can end up with everyone.

Ah I found out it may be because I started friendships with the church bishop and nun which seems to effectively stop any romance haha, hmm time for another non-church playthrough?

in game at left side of friend list it says to get your chosen partner to the top of the list and get all 3 of their events
