Report a translation problem
If you are done with the tutorial messages, you can edit the file
Local: ../Steam/userdata/YOURID/1669000/remote/Profile/Settings.cgf/TEXT
(replace YOURID with your personal actual Steam ID number)
My Steam folder is located on a special SSD dedicated to games only. If you kept the default settings during installation of Steam, you might find yours at your OS storage drive within
C:\Program Files (x86)\
It would be something like this
C:\Program Files (x86)/Steam/userdata/YOURID/1669000/remote/Profile/Settings.cgf/TEXT
via editor. there you find the line Misc.Language=EN which seemingly keeps changing for you. If you make the file afterwards read-only, it should do the trick.
However, it sounds like a general permission issue, wheras I recommend you make sure that you start Steam and the game always as administrator. In Windows it suffices if you mark the executables accordingly.
Minor bug anyway, but if one day it gets fixed, it would be appreciated :)
As mentioned above: you can set the related apps to run in administrator mode. Just add the launcher to the list above.
That is a surprisingly easy and straightforward "feature"...
