Try installing the game on a different drive or repair the Library Folder.

You can also check whether the game is properly installed in \Steam\steamapps\common\Age of Wonders 4. If that's present can you give launching the game directly from the .exe a try?
It's definitely not installed properly. I'll give the cache clear a try when I have a break from work. Thank you for the speedy response!
Very weird. Could you try changing the Steam download server? I doubt it matters, but now we can just check all remaining possibilities. Where are you located geographically?
Just to add more details. In AoW4 properties in Steam, Local Files lists 0B, and verify integrity is very quick and says "All 26 files successfully validated". Browsing the files goes to an empty AoW4 folder.
Unlike the developers I have to do guesses. Do you have any other Paradox games installed?
I do, I play several others and tested EU4 immediately on getting this error, it launched with no issues. I went looking to see if there was a similar folder in CK3 and EU4 but didn't find anything that appears to be plug-n-play that I could just copy over. And having done additional investigation I'm not sure it would work if I had given the I'm pretty sure the game is just not downloaded. I think I read somewhere it's a 10GB download when downloaded correctly?
Correct. 10,4 GB according to my GOG.com version.
I was wondering if uninstalling those other games and removing the Paradox launcher entirely first before trying to download AoW4 might help. But it might be too much to ask since those other games are not small either and you are still playing them, correct?
What is most confusing: what is it what is being downloaded 150 mb, if you find nothing when you browse the local files. Do you have any DLC with the game? Maybe deactivating them first before trying to download. Something must trigger it correctly while something is preventing it.
The only known incompatibility so far was with Norton.
No Norton here, so that's not it, but if nothing else works I'll try deactivating various security options to see if anything there kicks it in gear.
I wish you good luck! And praise you for appreciating RevoUninstaller!
