Even if you surrender or win a match, the faction will still be in the Pantheon for you to choose for subsequent matches.
Unless I am misunderstanding your issue, and you are referring to a different problem?
I think he means "hero heroes." A way to save hero lineups without having to make them again each game with random hero pools. The closest thing to that is the Arcalot Story Realm, where you can recruit a Ascended Leader that's activated to be a hero in your Pantheon on turn 1, at the expense of your starting troops. The hero still starts at level 1 though. Other than that there's no way around random heroes. Just random Ascended Leaders showing up to be added to your recruit pool via the random event, which may be useless compared to random heroes of your same race.
The closest thing to what the OP wants (I think) was in AoW Planetfall's Galactic Conquest Mode which the Pantheon system borrows ideas from. There you could toggle which pre-made leaders for your Galactic Faction would show up randomly at various intervals as heroes. Four total would show up by turn 40-50ish with their unlocked special Imperial traits, loadouts and I believe even levels (these guys were the precursors to Asceneded Pantheon leaders).

Yeah it can be annoying, and I have streamlined visual looks myself based on faction thematics to make it quicker. To the point when it takes little thought these days. I don't even bother with the names hehe.
It's probably never going to be a feature to make preset visual/name templates for heroes though, because the issue is pretty niche and small.
