Pantheon reset to zero

I installed the game on a new rig, dl'ed the game, logged in and see that my pantheon is reset to zero points. Also the unlocked "campaign-leaders" are locked again. Is the pantheon/progress saved locally? What's the point of having an account if nothing is saved on a server/cloud?
Does anybody know a way to return to my previous progess?

Paradox account is for multiplayer and mods.

Your save game is managed locally via Steam Cloud Services eventually.

Yes, I can confirm as I did the same as you (new rig), give it a day and your pantheon is right back where it was.
