The issue is, heroes are required for some game mechanics to even make stuff happen.
Reworking the stacks could take a lot of extra programming.
And your right, we do need heroes to do things.
How about the time to recruit a hero is doubled and non hero armies get a bunch of generic bonuses and well some simple hero functions.
Its the unit system, that the first 2 classic AoW games used. The A.I. could definately need 2 extra unit slots. Its very bad with leveling and using heroes.
Well, it's an option, but it clashes a bit with my "supreme autocrat overlord that is too paranoid to promote ppl into positions of too much power" powerfantasy. (?)
Or, more simply, just something that is not too niche to roleplay.

I rarely use heroes.
They are nothing but buffing bots for me anyway.
Being able to use my army without needed a hero do to everything from sieging, to building settlements, to getting free xp every turn, etc.
Would be a nice improvement over this: heroes are the only unit that matter stuff we have right now.
Alternativly.
Make heroes accauly worth a damm by removing the ability to just buy them.
If heroes where a rare resource they would have value but they are cheaper then other tier 3 units.
