Experience is distributed on a per-unit basis. IE the smaller your force the more experience the participants get. Chances are if you are chronically low leveled you are smashing the map mobs with gigantic stacks of low rank troops.
My present Dragon campaign is really putting this into perspective. I would frequently overkill mobs so auto-battle would; hopefully, minimize attrition. But I'm actually confident enough with my Dragon's solo capability that - Well lets just say my Dragon at turn ~20 is higher level than my prior Champion at turn > 100.
I suspect I'll need to get used to teching up faster and/or using small hero squads for map clearing.
The experience for a fight is the total of the xp values of the units in the enemy army ((unit tier + 1) * 2), divided by the number of units in your army, with a minimum divisor of 4, and then rounded up. It's not particularly hard to get level 16 (270 xp) by turn 50.

I normally just use 1 stack so my main hero with a ritualist + 4 units and then go around clearing all the enemies and wonders I can find around my cities. The xp comes in really fast even without fighting in any wars.
Its actually not a bug. Its to ensure you can pick the 2 choices of non-paragon affinity skills.
After all, you could take an adept choice in 3rd and 4th slot.
Maybe the next DLC will fill that slot.
Sorry if this is a dumb question...
Is the way to maximize experience to my ruler/hero to put him in a stack of him plus no more than 3 other units?
