Due to Righteous and Strife having unmounted chargers I would be tempted to go Naga or Gloom Major transform if I don't go Athletics.
As someone already said, the Oathsworn racial units are a strong baseline and benefit from almost any tome buffs.
Summons/undead don't really dovetail all that well, unless you just want some cheap fodder.
For harmony I think leaning into mount traits /mount masters is the way to go- the culture units allow you to have a lot of mounted units fighters-supports and archers. ( the supports unit is really very good) (mount master and pack tactics works if you want other traits)
I think a mix of nature order and materium tomes are best combo.
(chaos can also be mixed in for a critical hit build but its a little niche +works better for strife build)
Getting a tier2- mounted battlemage via a early fire/frost/lighting tome is a good side tome option-as harmony doesn't get extra damage on seal bearers.
At max devotion - you will mostly just use peace bringers but it usually take a bit to get sufficient numbers/max devotion) a battlemage early is good option.
Nature tomes are really good generally- for extra hp increasing transformations+ increasing mounted units generally.
-tome of beasts +tome of evolution + tome of dragons and tome of vigour are the best tome options - ( if going full gaia transformation warding not bad side pick to offset negatives)
- harmonise is really great with non mythic animal/plant unit units when you get the enchantment also can give you early cheap unit to round out stacks.
( if you go frost damage for example+witches and frost wyvern can be a fun combo to lock down units trying to slowing and freeze)
Order tomes particularity faithful line work well -as Honorguards your tier 1 fighters are slightly more expensive so faithful units can be quite useful for reducing upkeep on other units+ giving more options + order tomes also have good later game melee racial mounted units - to round out your load outs. (exemplars and tyrant knights.)
Tome of faith is always good early option to boast supports+ reducing upkeep- and discipline for early stunning + increased healing are pretty good picks tombs for harmony generally.
For materium tomes your looking for stuff that works with supporting increased base-damage fighters and archers.
Tome of rock give you some alternative early units/ damage spells. - you lack shield wall units and shock units- early-
Enchantment is just good and self healing machine builds are an option.
You can also run a blind build with winds and shades working great together also pick up fey mist for increased evasion as well.
lastly
Picking up tome of hoard for hound masters as a side pick can give a lot utility for oath sworn harmony if you have no chaos affinity elsewhere- as you will want to clear a lot of infestations to boost devotion. free units add up and if you take pack tactics for example it can be very strong early combo.
If anything I think its a bit odd how bad Dark Warriors seemingly are even for the Dark culture's built in inclination towards Shadow and by proxy Necromancy.
Dark culture has the best research, so it makes sense their other aspects like units are weaker.
Uses a Ritualist Champion leader and Nature Dragon Ascended Hero (latter mimics the main Harmony faction, but takes more selfish racial traits that benefit the dragon instead of Raptor Mounts/Keen Senses, which is why it's a hero and not the leader):

*Leader is again a Ritualist not a Mage, but starts with Mage Orb now because we can for turn 1 Swiftfoot leader mount.*
You gain and use super juiced Entwined Thralls early, due to unlocking Shepard greater ambition quickly. They never really die early game with all the Ritualist Wildgrowth healing/buffing + their effective health. You can also just rush for Nature Dragon and your two Ritualist toons can solo half the map.
At mid game you switch over to Peacebringers once you unlock Gaia's Chosen to make all your units Plant. This will happen fast because of Keepers of Knowledge (even with the partial nerf). This means phasing out Entwined Thralls and using your endgame stack compositions (1 Ritualist, 1 Vowkeeper, 3 Peacebringers, 1 Honour Blade).
Regardless of most of the above and Peacebringer focus, Harmony with the above society traits is the ultimate Vassal/Diplomacy faction I have played, with massive knowledge output that also maintains high relations with every AI on the map unnaturally. The societal and faction combo is perfectly suited to obtain the allegiance of the Order Intrigue leader when he pops up, easily crushing a faction he takes over through peaceful measures and ultimately, absorbing all their cities as Vassals without lifting a finger (just let him leave but choose not to bring back former leader especially if they were evil).
I also have an Honour Blade version of this build that focuses on them with Mighty Meek T1 spam + Athletics + Elusive, due to them being an S tier unit with T2 unit stats and great unit mechanics overall.
We have such a similar build for Oathsworn, right down to the name of the ruler! Lol.
