depend when there a character editor its hard to do so, but in game with premade character in which you cant change hairstyle sure I see it pretty often
but I imagine they could repeat the same helmet with different hair underneath but I think it will bloat the whole thing
That's super ignorant of you to say. Fitting a single hairstyle under a single helmet is easy, but the shear amount of hair x helmet x race combinations is what makes the task so impossible. Even the hair/helmet mod takes shortcuts and only has limited options. It's a very time consuming and tedious task that most dev teams do not have time or funds for.
First, you necro'd a long dead thread to argue with somebody. Second, you missed the point, most games have a "generic hair model" that goes under helmets so it doesn't clearly look like they are bald or missing the back of their head, that's what the person you replied to was saying. Nobody expects every helmet and every hairstyle to have a unique appearance when used together. "Hairstyle" doesn't matter when you have a helmet on, but whether you have hair or not does.
