But you know of the workaround, yes?
That you can create leisurely factions without starting a game when using the factions tab in advanced settings while creating a custom realm.
1) Click on Custom Map (or Create New Realm)
2) Click on Advanced Settings on the bottom
3) Click on Factions on the top
Now you can click on an empty player slot, and create / edit / delete as many factions as you want, you always get back to this faction screen.
Note that edited factions remain there as duplicates until you either delete them or exit the game setup.
Also do not use "Edit" to create a new faction based on an existed one. This will delete the original.
