How to war with justification?

Still learning the diplomatic game.

Lets say a faction builds an annoying outpost and its time for genocide,

How do i take those grievances and turn it into a war ?

I used denounce and rivalry but i only get minor war justification despite the faction trespassing everywhere.

They have grievances against me do i need to pay for all of these ? Cause evidently ive been a province taker lol.

Should i even care ? War seems pretty profitable and fighting most of the map seems inevitable. Is minor all you need ?

It seems like it costs alot of gold / mana To fight a just war.

The main thing is if they have grievances against you it's compared to your grievances against them for war justification. So if you have 60 points against them (pretty high) and they have 50 points against you (also high) your war justification is only 10. So paying off grievances should raise it if you've been doing stuff to make them. But yeah minor is fine, It doesn't come with an imperium income hit, but highly justified wars do boost imperium income.

Last time they did that I went to war with just a minor grievance, because the AI are all on brutal and I didn't want them to get established. Took the city off them, then made peace for free even though I was ahead in war score or something. They were pretty happy about that and everyone liked me more after the war than they did before, including the faction I went to war with.

You can also fabricate grievances to justify going to war, there's even an achievement for doing it.

It has to be moderate for the achievement. It's easy to get the achievement, but IMO there's something not quite working right there.

The achievement has to have only the fabrication as the grievance. And unless you know how to do it, which isn't hard, it's tough to get it to moderate. Here's a video of a guy doing it. I think the key thing he does is easy to miss and that's respond negatively when you first meet them.
