is there a way to increase hero cap with mega city option?

Nope, you just need to pay more to recruit them and then pay the 30 gold a turn upkeep.

thats a big yikes in my opinion. Choosing the destroyer feat should at least increase the hero cap to 3 so that players who choose it can have as many heroes as players who havent invested in increasing the city cap.

The destroyer feat is already OP. It doesn't need a buff.

The hero cap is not a hard limit. You can freely go over it, the 30 gold upkeep isn't that bad of a penalty.
