How do you get new cities

There is no settler that I can see.Is it only done by conquering.

If you click on a province with a hero you can build an outpost there. Outpost can be upgraded to cities.

Move a Hero to an unoccupied Province, click on the Province, click Build Outpost. After it's built you can upgrade it to a City.

Also, if you are playing barbarian you can do it with a scout.

Besides using outposts you could also settle city ruins, which costs only 100 imperium.
