How do you recruit more Heroes

I am in my first game. I don't see any option to get a new hero. Do they ask to join? Do I need a 2nd city? I do have an outpost and it didn't trigger a new hero.

You can recruit additional heroes any time from the hero window.

Hero window -> click on the button at the upper left corner which has a helmet as icon

They will ask to join you automatically once you have additional cities. In general: one hero per city. Everything above that will cost extra.

Short version is heroes are recruited by amount of cities you have. You can vassalize cities that already exist with good relation. I think there leader is usually add as a hero. Or can make an out post and turn that it into a city. Click on hero tab at top left and can recruit a hero there. More cities equal more heroes.
