And no, it's automatically assigned to the nearest so good luck remembering which of your city is closest when you are re-negotiating trade with 10 vassal free cities very 10 turns.
Who the hell has 10 vassals btw? Another turn 150 player?
Depends on Map, Settings, and what the Player chose. E.g. on Large maps it's quite easy to run into 4-8 Free Cities within the first ~10 Turns. Normally you'd only be able to have 3 owned Cities, so unless you are being a Raze/Pillage Aggressor... you're gonna want to Vassalize everything you come across to beef your economy while you are stomping through.
Not to mention the additional levy army/units gained from vassals, or the free screen/fodder aspect.
I thought 4 cities were standard for most games
Going with Order and heavy on vassal perks plus releasing all the conquered cities as vassals quickly let you build up a considerable list quickly.
