No end condition for a ruler without a city.

I just found out an annoying thing - there is nothing that happens when you lose your last City. Both the player and the AI can just hide indefinitely if they want to without any repercussions and basically depriving their enemies from domination victory. Saw a game where AI just basically did that (the game was winnable by other means but it just wasted a LOT of time)

Maybe put a limit or something into the game that banishes a hero without a city after several turns? Even Heroes 3 had that after 7 turns (maybe with an option to disable this).

I don't think it's intentional. I think the AI hero has a tendency to bug out. One game the AI leader had a decent empire running, but the hero was armyless and at half health on the side of the map. He was near my city so I watched for 20 or so turns as he never moved.

The end condition for an empire is their crown city and ruler dead. Otherwise they are still able to create outposts and build anew over time.

I had this happen in one of my games as well, but it was only because the leader had a trait that made it impossible for him to become a vassal. Otherwise I could enforce a vassalage and end the game.
