Dragon units hired by tomes etc. will come with the first DLC.
That said, good luck making a dragon flee, T5 battles usually don't go that far, you either kill them fast or they kill you.

There's also a really convaluted method to get a dragon (and pretty much every unit besides the Mage Bane) where if you can get devolve (through the tome or the polymorph wand, preferably tome), Final Ultimatum from the Order tome for Subjugation, and than optional but recommended that one tier 2 dark tome about inflicting fear. Than you just need a lot of casting points, but than you can get a dragon by first using devolve to turn it into a tier 1 unit til the end of the battle. Than you get said unit to route and use Final Ultimatum to perma mind control it. When the battle ends it'll be yours and turn back into a dragon.
Like I said convaluted, but it works on everything but the mage bane. Mostly because even if you use the wand of polymorph to turn it into a different unit it's spell blocker ability stays active and therefore keeps you from using final ultimatum til it's dead.
You can't use it on a dragon. Dragons never flee.
