And there's the problem - I suspect that the majority of players don't care that much about campaigns because if they did, AoW4 would have a story campaign like AoW3 did.
Same goes with 'lore' characters. I use all my own where possible because I have a far deeper connection with them than I do to some lore character.
I really don't care at all for 'stories' in games unless I were to be playing a RPG or similar where the story IS the game. But in 4X games, the sandbox is all that matters. But that's just ME.
Not really? It's not even a matter of preference or which is better, sometime you just enjoy what being offered.
One thing I don't like about campaign in games like this because very rarely there is a game that feature a persistent campaign, meaning your teach carried over each map. It's immersion breaking that my civilization just seemingly forget all of their culture tech advancement and achievement every time we enter a new map. Sure, you do the same thing in AoW4 but at least here I choose to make a new race each time, so the redevelopment make sense.
Also you seem to underestimate the sandbox gerne and its player, many of us have absolutely no issue to headcannon our own story. I'm neutral, but some may even prefer that. I won't say no to a good and well-crafted premade set of heroes, but the lack of one is not necessary a bad thing for me provided if the game give me enough customization to create me own.
Not necessarily. We don't know how they'll handle stories in the DLCs, they might focus on it differently.
However, the story behind AoW games has never been anything revolutionary, so I'm not expecting an epic and gripping tale.

Nope, definitely don't want that. Procedural maps and tons of options for customization, this is what I want.
I like my own stories and characters much better than anyone else's.
BUT! It takes dev time and money, so, if devs would ask me what i want more - campaign OR couple additional cultures / tomes/ settings/ race options e.t.c. i would chose second variant.
I personally have no need of a campaign in a 4x game, just seems off to me.
Don't get me wrong, I love campaigns in RTS games like wc3, and I love games with great stories.
But not in my 4x games. Campaigns are NOT the reason I'm playing 4x games.
However, I wouldn't have anything against it, if it didn't take development time away from other stuff. I would simply not play it.
