It is one of the cosmic happenings. It can appear randomly if you enable cosmic happenings. Just like the one where a worldtree invades, the realm becomes focused on peace or archers get a buff and debuff.
The trait is just a guarantee that this specific cosmic happening will happen. Probably because it is the biggest one with its own storyline.
