Ah, right. I wrestled with this a bit too when it was new.
No, it's not temporary. It's a DLC. It's just a really stupid name. What stuff like 'season pass' tends to mean is that you're paying in advance for a wave of DLC, instead of one DLC. So in this case, those of us who bought the 'pass' owned the DLCs before they even came out, and were granted them automatically as soon as they released.
In this case, the DLC are all out, so it's just a bundle of DLCs.
And we live in a world where corpos push for "software as a service." Which is what steam is, so i always check GOG first.
So it wouldnt surprise me if there was an asterisk note at the bottom of something **

Like i said, i have never bought a "pass" of anything before.
