Report a translation problem
I moved my army adjacent to the gold vein, observed that there were no enemies, and assumed it must be explored already. (The gold vein appeared normal, did not say Occupied)
After moving my army on, I received a Gold reward, and the gold vein started working.
I think it might be helpful for the "Occupied" text to show on the resource nodes whenever production is blocked.
I can't think of any scenario in which an occupied node wouldn't have blocked production, or when an unoccupied node should have blocked production.
So in my case, just displaying the "Occupied" text would have been a good indicator for me as a player that this node needs to be cleared, even though there's no armies on it.
