Wondering the same, as my (AI) ally currently has one. I'm not aware of any wonder that gives them out as rewards either. Just cheating AI?

Maybe rally of the lieges and a special vassal culture?

Its a random rally of lieges unit. ( possibly have to create more vassals cites to get it to work)

Free cities can each have a sort of trait, things like "Masters of the Ethereal" or "Followers of Chaos". Those unlock additional units beyond their basic culture units for the Rally of Lieges, and some of them include tier 4 and 5 units.
For some of them that trait relates to their basic culture* (e.g. "Primal - Mire Crocodile") but still provide additional units beyond the basic culture roster.
