If they did anything I think it wouldn't be bad if they just allowed leaders to gain +2/3 levels more than the current max that all other heroes can, along with a bit of an xp boost to make it so that even though they have more total levels it wouldn't take any longer for them to reach max level
i.e.: If you buy a hero on turn 1 and put it in the same army as your leader and let them experience the exact same things they would hit max level at the exact same time despite the leader's max level being higher.
I feel like heroes are supposed to be your ruler's 'champions' of a sort, so the hero traits allow them to be a bit more distinct.
I would actually kind of hate it, if random traits were assigned to rulers. Imagine getting a trait does nothing for your intended playstyle, compared to one that does. A lot of people would probably restart right there, hoping to get one of the "good ones".
Even if it is nothing detrimental, the fact that it is "weaker than it could be" just does not sit well with a lot of people.
For your ruler you could of course just choose the trait you want from a list during creation.
Plus Wizard King lets you double cast a spell in a single turn
Like I saw one that made the governor of a city able to recruit inferno pups from the town itself. I thought that was cool as hell and wished I could get that on my ruler lol.
