That one has nothing to do with threadstarter's question as the topic is fully unrelated.
Just go for the main menu in the package manager and hit "publish". Unlike it suggests, it does not actually upload your mod anywhere, but prepares your mod for publication aka creates the meta-data file you are looking for.
So when you feel ready to upload your mod, you save your mod, you hit publish, close the package manager and then upload your mod via the Paradox Launcher.
That can indeed happen if the user forgot to give the packager access to the windows controlled folders. It is so~so rare/common and might be addressed by the developers in the future - though modders usually have hardly ever such problems - if then only temporary as those who mod tend to be the same people who deal with such PC issues quick and decisive.
Thank you SO much! This fixed it for me! I was beginning to feel sooo confused, I've spent hours on this. I appreciate you helping me!
Happy to help ~ feel free to let me know when you have published your mod.
Good luck and happy gaming!
I definitely will! Thank you so much again!
