Where did you download them?
Take for example this mod
https://mods.paradoxplaza.com/mods/62609/Any
You have two options download it.
If you choose option ADD, it will gets added automatically to your current playset.
If you choose option Download, you get a zip file
Put the content of the zip file in a folder e.g. BetterBiggerMaps
Move that folder with the mod's content to
C:\users\YourUsernameforWindows\Documents\Paradox Interactive\Age of Wonders 4\Mods
so it looks like
C:\users\YourUsernameforWindows\Documents\Paradox Interactive\Age of Wonders 4\Mods\BetterBiggerMaps
Start the launcher, you need it
Go to Playsets
Hit the button in the upper right which says Add More Mods
Check the BetterBiggerMaps and Add to playset
Once it is added to the Playset you wish to use it, you can turn it off/on there
Alternatively you use Steam Workshop
https://steamcommunity.com/sharedfiles/filedetails/?id=2979835772&searchtext=better+bigger
It works like Paradox Mods option ADD - the item will get added automatically and will be kept up to date automatically for you
Here you go
