All you have to do is research sieges a bit to see, that happens often enough.
Why do some people here think, that sieging the westwall of a place magically locks all entrances?
Then how come, when I siege an AI city, they can happily pop units in that city all day long?
Any reason for this, other than 'cheating AI'?
Easy, read the dev diary about sieges. Draft is still unrestricted. They just cant build more buildings and other income is halved.
Also materium has a skill unlock to get rid of penalties during a siege i think.
I could have sworn I couldn't do anything in my own city when it was under siege, but maybe I'm missremembering. It doesn't happen all that often vs AI.
But this is how sieges worked in real life. Reinforcements regularly got in and out of a sieged city.
The ability to receive reinforcements often depended on the communication and transportation infrasturcture available at the time. If the besieged city had access to reliable communication networks and if allies or friendly forces were nearby, there was a greater chance of receiving reinforcements. I would love a system in AOW just like this.
On the other hand, there were also instances where besieged cities became completely closed off and isolated. This could occur when the besieging forces effectively cut off all outside contact and supply lines, making it extremely difficult for the besieged city to receive any form of reinforcement. The isolation of a besieged city could be intentional on the part of the besieging forces, aiming to starve or weaken the defenders through attrition.
So in general you can effectively cut off any reinforcement in AOW, but i would also suggest that the besieged player should have some effort involved to make the reinforcement possible. Now it is just a given,
Not if they were properly surrounded. And few Generals in history were dumb enough not to make sure a city was properly surrounded so no one could escape.

So how many 6 unit stacks do you need to have to completely surround a city?
no other game has ever allowed troops to come in and out of a sieged city unless it was on water or something where they could leave on boats.
Where are you getting this from?
You guys say this then place NO actual historical references.
In MOST sieges historically, NO reinforcements got in or out unless they fought in or out or were relieved.
Not only you. when my city was besieged in the third scenario by a neutral city, all I saw when I entered the city control screen was a sign with a countdown to breaking through the walls as in my own siege. Mb that was a bag...
