Also noticed, that herso coming from your vassal, share the same last name as the city leader. Asif they are his sons/daughters.
No idea about some "bigger equoation".
Two heroes per city under your control, including vassals, plus the mentioned event heroes obtained via Ancient Wonders and Pantheon join at turn 1.
That is update your pool and adds a hero or 2 with more currently appropriate level.
If the UI would allow showing the entire hero queue, i could prove via screenshot that this isn't working.
Example in my ongoing game, i have the original neighbor vassal of my own faction.
So this should give me 4 heroes of my own race and faction, right?
Well that isn't the case, there is only 1 "unaffiliated" and 1 from the original vassal.
One has the "unstable" trait with -40hp, the other the animal handler. So both are useless.
Instead there are 4 other heroes from 2 random vassals, which i have absolutely no use for because they don't have my racial transformations and lack my racial traits, most relevantly Overwhelm Tactics.
Already made a thread about this, random free city heroes clogging up the queue.

Yeah, I wish you could dismiss hero candidates from the pools.
Probably going to need some mods for heroes.
this is not correct. EVERY game I have played has had new heroes cycle in over time. it takes a while, but it does happen. Have you tried actually buying a hero, and then just killing it? force cycle.
