If you haven't been at war in a while the Mark of the Dove will come up to. Inversely if you're waging war all the time the inverse will pop up.
They seem directly tied to your actions, or lack of actions, in a game.
You know what, I just had an idea - maybe it has to do with finishing quests. There is some kind of text I remember when you do quests it increases relations with your own race, and I suspect if you increase it high enough that is what triggers it. Admittedly could be wrong but I also remember another piece of text in the event that offers you the racial trait it says something about the keepers of the race approach you and ask you what you think, so maybe it's doing quests that explains it? It might explain it; in the last 2 games I played I've only done 1 or 2 quests and maybe you have to do like 3 or 4.
If it does roll a destiny trait event, the type you get offered does seem to be picked based on current circumstances like mentioned, though.
Mark of the Hoard - Have 1000 or more stored Resource gold
Mark of the Conflux - Have 1000 or more stored Resource mana
Mark of the Dove - No battles for 5 turns while not being at war
Mark of the Owl - High knowledge income and at least 3 ancient wonders
Mark of the Otter - Have at least 5 animal units, which must make up at least 25% of your total units.
Mark of the Tower - Have high Imperium and at most 3 cities, at least one of which is tier 4.
Something like that.
Not enough time to look it up again with modding tools before I need to head out.

I got the option to get mark of the dove in story realm 3 while playing chosen destroyers.
