- Yes, it's just as likely as any other affinity
- Signature Skills on your Lord give +1 affinity to their respective type, something to consider when picking between non-mandatory choices
I'm gonna say that's probably misinformation until we get a clear answer from a dev.
Every five levels, your hero gets a choice of new abilities, all of which have different affinities. Once you choose, your leader AND Empire benefit from the affinity for the purpose of Empire skills, governor bonuses, etc.
When you race receives a story trait, it may come with an affinity. For example, the trait associated with huge cities (Mark of the Tower?) adds an Order affinity.
And of course, when you assign a Hero with an affinity as a governor, your Empire benefits.
Also, I may have seen event with affinity bonuses, but I am not 100% sure.
Governors only give the economy boost to the city, like 1 Order affinity gives 2 gold etc.
They only contribute empire affinity with the special affinity traits which the OP was asking about, like Master of Shadow (or what's it called)
