Either I want to see what they see, as well as keep them alive, so I manually control them - or I have other ways of seeing, then I either have no scouts or use them in my armies.
The only time I would use it, is if I want them to pick up free stuff and I don't care about scouting at all because I have all the information already, or if for some reason I was playing with a turn timer (which I don't usually do), and had not enough time to manually scout.
