I cant get the option to make a Wizard King

No matter what realm I choose to play on Im never given the option to create a Wizard King.

It's just a choice you make near the end of faction creation. The only thing I can think of is you're selecting the first story realm where you're not allowed to pick a wizard king.

Yea I was being dumb and not getting far enough in the creation. Thanks though.

I found the second realm, Valley of Wonders, being a Story Realm, also will not allow use of a Wizard King. I created the faction outside of picking a realm and that faction is greyed out. Changed it to a Champion and it's selectable for the new game. Seems story realms will require a Champion.

no it's only the first story realm (valley of wonders) that enforces a champion. the other story realms have no restriction. you can play the 2nd map (enchanted archipelago) as a champiom, wizard king or even a dragon (if you have the DLC)
