Does Outpost Income Contribute to Cities?
I built an Outpost in the Underground, built a Worker Camp, annexed an adjacent province, and built a Quarry which generates +5 Production. Does this income go to any of my cities or is it wasted? I understand the use of Outposts to capture strategic resources, but I when I checked the income of my both of my cities I did not see the increased income. Under production income for my capitol city I see 1 Quarry listed, which is the Quarry I built next to the capitol.

A good question. I can say that global resources definitely adds to the global pool. But the local ones I have not bothered thinking about them as outposts have only fixed buildings. I would say it goes to the outpost's pool.

I'm pretty sure it only gives you global type resources (mana, gold, research, imperium) and doesn't give you local properties (food, draft, producation).

It should. But as I mentioned: it goes to the outpost pool. Otherwise the outpost could not grow to begin with.

So, there's no point on putting food, draft or production on an outpost? I did that once hoping it would boost a low production city. I wish they made that clearer, or simply made the yields go to the nearest city you own.

It would not make sense what you think with the nearest city, but yeah - it does not feel intuitive. However, what you mentioned there could be future content where you have trade routes which you would have to protect.

Like

connect an outpost to a city, and the outpost contributes XX% of the income

That would make outposts and roadbuilding more meaningful

provided the developers do think the same where they prefer to focus limited map sizes

Outposts only give Gold, Mana, Knowledge, and Imperium. They will not give any other resources because it can't use it (Outposts doesn't make units or villagers so why does it need draft or food?"

Outposts are very useful when you come across magic material that you need for the global effect, or when you see resources that'll cover the 10 gold loss and then some.

They are also used as a heal zone. Very useful when you're playing huge maps and you're far away from your cities.

No, its wasted. Unless you plan on building up the outpost into a city later. If you do that after building a worker camp, the city starts with +1 population, and of course already has the province you took annexed.
So if you want to jumpstart your city, it might be worth it to build a worker camp for a quarry or farm.

The game has been through several updates, anyone know if this is this still accurate? (Outposts only useful for global effects, not quarries, food, or draft?)

A hugely important function of outposts in the mid to late game is that they can be used to build teleporters...

Well, there are more global effects than those three (annexing ancient wonders can also give imperium and rally of the lieges points, annexing magic materials gives magic materials), but production, food, and draft still do nothing for an outpost.

I just noticed that clearing resource nodes can be rewarded with draft (at least). I would guess that such rewards would be added to the stockpile of the nearest city, which would imply that draft etc from Outposts might also be transferred to the nearest city.
The primary use of Outposts is to claim far off resource nodes, stations for healing armies, creating new cities, and denying territory to enemy players. They do give some resources to your global pool, but it will never be as impactful as a city would.
