Web of Madness (Fallen Emperor)

Hey, so I'm in Story Realm 4 and on turn 92. I've scoured the map but the Fallen Emperor is nowhere to be found. The marker just points to an empty space near my Throne City.

Is this a bug? Is he actually somewhere but the indicator is bugged? If so, where? Does it happen when I kill him before the quest and I didnt notice? Anyone got an answer to this? I would really like to move on with the story realms but this has just stopped me in my tracks.

(Edit) So turns out the Eternal Court is the "Fallen Emperor" which spawned exactly 3 provinces next to my capital and conquering them too early led to this bug happening. Had to restart the entire campaign. Thankfully I managed to go through it again very fast but still very annoying.

I have this issue too. Sigh... was wondering if this was the case. Guess I should start over now. Mine also was right next to my starting city and defeated before I ever met Melanis (the quest giver). Thanks for the insight. Saved me several more hours of beating this scenario only to realize it was bugged later.
