How do you annex fruit?

Got a mission to annex silver tounge fruit but my city can't expand on it. There another way ?

It might be simply out of range for the city, to expand the range you need to level up the city (there is another way if you play as a nature guy). There are no limits to having several of the same resource or at least I havent expirienced it myself

Or you can create an outpost next to it and turn it in to a work camp and annex it that way.

it doesnt show any buildings available but i solved it by building a camp instead
