Very confused: what exactly CAN be excavated?
I've tried provinces where I've built stuff, provinces that are merely claimed by me, and even provinces claimed by other factions. I've tried every tile I could find except snow, ice, and swamp. It always says the provinces can't be excavated.

you need to find "Underground passage" that lead you to underground map, then if you click on the shovel, provinces that are excaveable will highlight with a shovel, you move next to it, have to be touching the province, and then next turn it gets excavated, revealing goodies or monsters

So ONLY the underground can be excavated?

Yeah only the underground and its big walls of light brown dirt as opposed to the rocky walls that you can't dig through.

It's more so that you can make the underground more navigable.

you aren't digging deeper you are making tunnels/clearing space to build
