The idea of a vassal that does nothing when an enemy literally walks through their territory is absurd. That they just sit back and do nothing when that enemy proceeds to attack you is even sillier.
So how about we comprise and say they both represent bad game design from a player experience viewpoint.
And then promptly stood just outside my territory on an outpost they had made for 13 turns until I won.
Now sure, I probably would've beaten their stacks of chaff, but it was really weird to watch them shuffle around endlessly and never enter my domain once.
My assumption of what happened is they came to stop me, saw that they couldn't win because their stacks while plentiful, were stacks of garbage, so they never did anything. Which is honestly an issue in general. With a 3 stack per fight limit, the AI always going wide with crap means they always lose any fight. Presumably it also limits their growth since they're spending tons of cash on Tier 1 and 2 units and not upgrading towns.
