See section Harbor for Naval units. Then you just need to build a shipyard in the city which has a harbor.
You need to build a fishery on a water tile, that should unlock the shipyard for building :- )
I hope they manage to make the sea warfair good.
I still recall how useless ships where in age of wonders 3.
I do not think so. Naval battles are... easier land battles at worst. I am not even sure yet if it is worth to have naval units, unless your opponent has them too. Being able to use your normal land units like normal on sea made it feel like a weird choice so far.
Like seeing into a mirror... Definitely unused potential of the game.
