Besides that technology (tomes) give access to tier III, IV and V units. It depends on the unit if you have to recruit it from a town or summon it.
Some really good units can also be obtained with rally of the lieges. Units there come from your allies, vassals and ancient wonders you have taken and are a part of your empire.
Other than that, tomes.
Also i only ever see magic stuffnin tombs is that cuz im paladins maybe? I have alot to learn but some say thats part of the fun i suppose
I'm guessing you mean order tomes. You should have at least unlocked the Chaplain unit, or have an ability to unlock it.
Not all tomes give units, but quite a few do, you can't really only be running into spells only tomes.
You should probably spend some time reading the Tome encyclopedia ingame.
Other tier III or higher units need to be gotten from tomes. Not all of them are 'built' in cities. Some are just summoned with spells directly on the world map.
There are also some units that you can get form Rally of the Lieges.
Those are the main ways to recruit a new unit.
You can also get some from other sources like quests and so on, but that's a whole other can of worms. I don't want to confuse you more.
Google github ages of wonder 4, there is already a full database including race calculator online, which you can use to check every race an units
