forming realm
so this map setting seems really cool but i noticed something. free cities dont spawn on the 2 tries ive done it. is it because the realm hasnt formed as that would be the logical way. but it does not state that there are no free cities in the option (which is a pretty important thing to leave out)

Should only change unowned desolate provinces to random ones, unless i'm mistaken?

I noticed a massive decrease in costum options compaire to age of wonders 3.

yea thats all that is stated. but every game ive launched with that option has not had any free cities. idk why as my secondary options does not change cities/free city things. mostly more mana nodes and more wonders
