For real? I must have missed something, because that seems like a fair system in your example.
It's a big deal because the classes/races don't offer remotely the same variety as in previous installments, so the tome system needs to be very robust to compensate.
IIRC You're only allowed 1 tier 5 tome period, unless that changed from the review copies given out.
You are limited to 1 tier 5 tome, there is no way to get a second.
They offer way more from what I've seen. Pretty sure if you get a list of any AoW3 class's overall upgrades and unique units, and compare it against the entire line of any of the tomes, the tomes are giving you more. Each tome is giving you unique units, unique strategic and tactical spells, and unique structures, and you get like... 10 tomes during a single playthrough?
