Max Number of Cities
It appears I started off with three available cities, and then the Empire Tree seems to grant one additional city? So is 4 cities the maximum?

This trait in Empire Tree is repeatable, with growing cost.

The empire Tree one is repeatable. It just cost more and more Empirium to do so.

There are also society traits to boost it.

All being said and done, you do not really "want" or "need" a lot of cities. They take a long time to develope and require a lot of resources to do so.

Well placed cities are very much worth it. Great vassals and allies are worth it. Tactical placed Outposts are worth it.

As others have said, but also Outposts (which don't have limits) are more useful and can even annex stuff.

The city "cap" isn't a cap either, you can go over it, you just start taking some penalties. It's pretty easy to hit 8-10 cities in a 100-150 or so turn game.

I have not tried an ancient wonder yet, but was able to build around haste berries to get that added to my magic materials.

There may be more options, but I have found two.
- Primarily through your heroes. You click on the army to select it, then click again and you should see an option to 'Build Outpost'

- the barbarian scout has Pathfinder, which allows it to build an outpost but it's more expensive than if a hero does it.

Just click in a province that is not part of a city already, it will ask you if you'd like to build one, it takes 2 turns, 50 gold, and you need a hero in the province to start the process, they can leave immedietly.

Yes, I annexed an underground one with a work camp.

You can build the outpost in a district next to the wonder and then add the work camp improvement of the outpost which allows you to annex one adjacent district.

If you get 4 extra cities above your cap, all your cities are supposed to stop producing any income, according to the description. Have you tested it?

Yeah its kind of annoying to have to go around starting cities then turning them into vassals. I have no idea why they made this design choice.

Er, what? The cities you establish with outposts do not turn into vassals. They're your faction's city from the very beginning.

i've been able to afford the cap increase fairly easily, be careful when building cities and releasing them as vassals, currently the AI for player built vassals is broken and they don't produce units/ attack enemies or patrol their territory, their basically siting ducks right now.

Could you elaborate please? I increased the cap once and the cost went up from 200 to 500 imperium. Does it keep increasing? Even 500 is too much IMHO
