outpost into a city?
How do I turn an outpost into a city?

iirc, once you have an outpost, you only have to select the outpost and you can see the option to "found a city of race".
but
it could be that you are playing a realm with the trait "Mega Cities" or a faction that has the society trait "chosen destroyers" those two don't allow you to get more cities
