Neutral is easy enough to maintain and the bonus is useful for most of the game.
Keen-sighted, Overwhelm Tactics, High, Ritual Cannibals, Imperialist, Wizard King is what I did last game. I just find Champion rather underwhelming.

They ave devotees of good and imperialists, champion hero so pretty good income and stability right away. Started with tome of healing too, I find being able to have that world map army heal pretty clutch at times, really helps to keep your army going with clearing out stuff.
I also gave them unicorn mounts for body trait and the trait that gives bonus damage on reaction and retaliation attacks for the mind trait.
I'm racking up a lot of imperium points, I invested in some nature tomes early on to get some nature affinity going for the population growth bonuses.
Helps though that in this game the AI factions weren't rushing to build cities/outposts way too close. But getting the imperium pretty fast helped me to establish more cities pretty fast. I was at 4 cities around turn 40 I think, by that time my champion was also already about level 10. She's on horseback with a lance.
Especially the halberdiers do some great damage with that extra retaliation damage because they use it so often.
