Signature skills

I have been noticing something. In any given game, I seem to be offered the same signature skills for all my heroes, at least those of my own race. But if I start a new game with the same exact faction, in that game I seem to be offered a somewhat different set of signature skills over and over.

Is this by design? A bug? Or is it just coincidence, to this point?

Its pure random iirc. There is no logic behind what signature skills are presented.

Your empire / hero aliment has no influence on the signature skills?

There are three skills per affinity, and you get a random one for each affinity every time you can pick one, unless you have picked all for one affinity, then you just get one for each of the others. There is nothing more to it.

Yeah I hoped affinity had a hand in it, too, but it really does seem to just be random.
