Is there something special about this unit in this game or other aow games ? Or is it just meme?

I think part of why it became a bit of a meme is that in AoW2 you'd see a stack of penguins as a new player and think "Oh, that won't be so hard" and then you limped away, weeping, your army in tatters.

Became sort of a meme because they were weirdly scary.

In one quest/event/exploration site you end up on a game of poker against the penguins, and if you win (random chance) I think (memory may fail) you get an item to summon a penguin in combat.
There is an achievement for that quest as well.

If I remember correctly they became a meme at some point as they had quite significant life steal in earlier installments of the series which allowed them to punch far above their weight.
