It also makes your scouts permanently invisible, and gives a free permanent wayfinder enchantment. This saves a pretty huge amount of mana if you're going to scout a lot.
And it has some extra utility, example you can excavate the underground without having to run away every time you uncover a roaming army.
Cool game, 2 people can have wildly different views of a trait like this.
But yeah generally being able to hide in plain sight is very useful. Intelligence about your enemies' cities and armies is invaluable.
Right now it feels like simcity with the occasional romp towards unlosable battles.
It definitely has its time and place to shine, but free pickups are a lot more scarce compared to Age of Wonders 3 and there are enough sources of true sight by the midgame.
The culture trait itself is completely fine, I just feel like the emphasis in this iteration of the series is favouring other aspects of the game more, compared to its predecessor.
Ironically for a Shadow ability, it's least useful to Dark, of all factions. Their scouts already have stealth on Forest, Rock and Swamp terrain.
