Multiplayer , can't trade city back to other player !?

My vassal city take a zone that my friend wanted. We agread when i integrate the city and get full controll ower it i transfer the zone to his city.

problem : u can only transfer zone to your other citys if it has a free pop.

Friend gived me his small city , i transferd the zone yey now trade back the city to him ... and it wont show up in the list, my other 2 citys name is there but the city i nead to give back won't show up.

i only find a smal hint in the game that we nead 10 turns to be able to trade cities again but the the name still not showing up ..

This just happened to us as well. No indication of why the city isn't appearing.

Any ideas what's going on here gu9ys, similar situation for me.

There is a cooldown to certain diplomatic actions. But if the issue persists after the cooldown is over, it is most likely a bug.

We can trade any city EXCEPT the one we want to trade. kind of a big problem and the only reason we traded in the first place was to fix another game breaking glitch...

Ran into a lot of really gamebreaking glitches this session...
